Overview

The Guam Developmental Disabilities Council (GDDC) serves as the Territory of Guam's Council on Developmental Disabilities. Under federal law, each state and territory is authorized to establish a Council on DD, which receives funds to carry out initiatives for systems-change, capacity building, and advocacy. 

The Council identifies pressing needs in areas such as education, employment, healthcare, housing, and transportation and develops a five-year state plan to address some of the needs through advocacy, capacity building, and systems change activities.

GDDC focuses on empowering individuals through activities that teach self-advocacy skills and support self-determination. The Council works to create an environment of self-sufficiency, self-determination, inclusion, and acceptance.  GDDC advocates for systems change, public policy, and best practices that promote the full inclusion and integration of people with developmental disabilities in Guam.
